If you fail the self-assessment, we recommend further training and/or further work experience in the field prior to attempting the re-assessment.
No, use of Ground Penetrating Radar is not currently part of assessment or certification.
An Assessor must have:
  1. minimum of 5 years (full time equivalent) experience in locating underground facilities, including locating in congested areas
  2. high level of knowledge and skills in each of the criteria listed on the Self-Assessment questionnaire
  3. genuine interest in and commitment to the quality of locating in Canada
  4. strong support for CAPULC and the CCGA (and regional partners) and the Canadian Certified Locator program
  5. two industry references
  6. Canadian Certified Locator (Private)
  7. possess a valid LMI or RTO Locator training certificate
  8. previous experience training Locators
  9. possess a valid Canadian Certified Locator Assessor certificate issued by Locate Management Institute
It is necessary for the assessor to be a locator and have relevant locating experience. We endeavour to avoid any conflict of interest where possible. The assessment is a rigorous and well documented process based on technical application. If a participant fails, then the cause of that failure will be documented and available for the participant to review.
The practical assessments are carried out by LMI approved assessors.
Initially, this may be the case. However, in the foreseeable future, assessors will not assess locators in their own company.
The assessor can also work as a locator. LMI will work to avoid conflicts or perceived conflicts of interest; however, initially this may be impractical.
LMI is not a regulatory body and therefore cannot require the use of certified locators. The Canadian Certified Locator brand will be recognized in the industry in the near future. Only Canadian Certified Locators can use the Canadian Certified Locator logo and will be issued with an ID card.
Applicable prior learning is essential to be able to pass the assessment. The assessment does not specify which particular prior learning is applicable to be able to pass the assessment. This is largely because LMI cannot retrospectively determine whether the various courses are suitable or were delivered to meet current certification assessment requirements.
The certification covers the main locating techniques that are common to locating a broad range of underground services including communications, gas distribution, power, water etc. based on the facilities under the Locator’s responsibility. Further details on topics covered can be found in the self-assessment.
The certification is suitable for all experienced locators or contractors that locate facilities on the job. If ground disturbance is occurring as a regular part of your business, it may be more practical to have your own staff certified rather than engaging an outside company.
There is no insurance requirement to become certified. However, having insurance is recommended and is a requirement of most clients.
The certification is valid for two years.

The theory component is undertaken online and takes approximately 45-60 minutes.

The practical assessment takes about 2-4 hours depending on the type of certification assessment. The practical assessments will be grouped by region depending on the number of participants. We will endeavour to arrange practical assessments in a timely manner.

The UALL course offers a good foundation for new locators and focuses on theoretical knowledge. It is recommended that new or inexperienced locators seek further face-to-face training before enrolling in the Canadian Certified Locator program.
LMI will be communicating with the digging community to raise awareness. It is the overall aim to have certified locators on all dig sites.
The certification verifies an individual’s competence to locate underground facilities. The certification belongs to the individual Locator not the company.
Certified locators will be notified prior to their certification expiration date to register for a re-assessment.
